Is junk silver the best type of silver stack currently? (because many refineries just became picky and prefer to buy .999)

I've heard the news that recently many refineries in the US aren't buying junk silver from dealers. They prefer .999 purity because they dealers are flooded with them since the silver price skyrocketed. Another reason for the refineries to prefer .999 over junk silver is because it's less work to melt the .999 and process to the products that industrials buyers could use.

My thought is that if dealers cannot sell junk silvers to refineries. They would have a lot of it left and might be offering some discounts. Have you guys seen this happen yet? Please share your thoughts. Thanks.
