What kinds of actions will result in an activation ticket check?

As the title says, I'm wondering how I can keep the iPhones activated and not go to the "Activation Required" screen. Is it as simple as keeping WiFi off and not inserting a SIM card?

Have a 4s from Sprint, which is a CDMA model affected by activation being unavailable.
