Chaos Deviants still work in other modes outside SCP?

So I started an alt on an SCP server to get Chaos deviants. Someone was saying they’re useless outside of SCP mode. Do they not do the same thing outside of SCP mode? Like, wouldn’t Chaos Pyro just replace normal Pyro? (And yes, I know Lunar Pyro is better that’s not what I’m asking.)
