How do people have 100m cp in challenger world already?

I've been able to challenger bosses in a party since the start of the month after getting back into the game. I remember the first time I opened the boss recruitment ui I saw a Ren that had full arcane gear, with over a hundred million cp. How are people doing this? I can get to about 38k with rental gear, and I can't even imagine breaking 100m.
