Is "A colossal problem" bugged, or do people just not play it?

I've just wasted over an hour of my life getting this event to run, and once there, there were 4 or so people in the cave but then 2 left, and it was just me and one other guy fighting Earle, the map showed that there were at least 8 people there, why weren't they participating, or is it broken?
