Post nerf T4

Originally hearing that raids would be released post nerf was disappointing but it just hit me that loot doesn’t scale with raid size and by completing it with less players means a higher chance of loot plus the fights will be more challenging. So for me and my friends that enjoy raiding heroic level in retail.. for Tier 4, what would be a recommended comp for these raids in pre bis heroic dungeon gear? Are the nerfs also for Tier 5?
