Laptop starts lagging with cursor blinking whenever I connect external devices.

Hello I have an old hp laptop. Whenever I connect external devices to it via usb it starts lagging and the mouse cursor starts blinking rapidly.

I have to open cmd in admin mode and do a sfc/ scannow every time I start the laptop. The it works

Sometimes that does not work so I have to uninstall USB Root Hub (USB 3.0) from device manager under Universal Serial Bus Controllers and then restart the laptop. Then it works

Sometimes I have to do the above steps together one after the other and vice versa.

But I have narrowed down the issue to the above.

Can anyone pls help me with this?
