Does San Antonio not understand the different between air temperature and the temperature of the ground?

Yes your car has ice on it. That does not mean the roads are frozen. The main reason for accidents is nobody in San Antonio replaces their tires on time. The second the roads get wet they slide. There is no ice on the ground.
