help with unspayed cat

my downstairs neighbor has an unspayed cat :( she goes into heat every month and screams at the top of her lungs for my (neutered) son. i’m tired of waking up to it and my cats are on edge when she is going through heat. i also feel bad for her in the moment and for the long term negative health consequences

are there any free spay options in south philly i could point them to? i found some low cost ones but im assuming there’s a reason they haven’t gotten her fixed yet.
