Download speeds slow

received my thor this morning and have been tinkering on it all day but about an hour or two ago my download speed dropped to a maximum of 20kB/s. have down nearly everything i can think of to troubleshoot (reset thor, reset modem, connected to different network, etc) and i still cant get a higher speed than 20kb/s. this is device wide so its not just one specific app
