A ridiculously pointless and esoteric question, but I'm asking it anyway

When Tony asks Zellman to squelch his speeding ticket, presumably Zellman--off-screen--gets a judge to do it, right? A state assembly-person doesn't have the authority to do that if I'm not mistaken.
