Are free carseats really a thing?

I’m in the US and I’ve heard of people getting free carseats from the hospital where they delivered, police dept, through a maternity insurance benefit/special program. And this is not just those in need. I had no clue. Any other American moms just as baffled as I am. Did you get free carseats??
