Screen gets super bright only in certain areas

cant find anyone else with this problem, its not an eye adaptation problem or anything like that the game just gets blown out white when im driving in certain areas even at night it makes the game look like day time and a nuke just went off i always drive in third person btw. I also already verified my game files 100 times and i uninstalled and reinstalled the game its starting to piss me off its nearly just all white in areas while driving and as soon as i back up out of the area it will go back to normal. please help
