Does Dan Schneider just assume that all medical professionals are incompetent?

• Locked Up - the doctor in Yerba is an eleven-year-old boy who clearly does not know anything about his job
• Tori Gets Stuck - hospital staff apparently let Jade steal Tori's blood, Trina visit tuberculosis patients, and Cat into a padded room just for behaving strangely

There are probably more examples, but is this a trend in the works of Dan Schneider? Does he just assume that all medical professionals don't have to follow any rules?
