Will deleting app data work for a new account?

It’s been about 3 months since I’ve been suspended and I have made new accounts on other devices that aren’t linked to my mobile (they haven’t been suspended), but if I delete my Instagram data that’s saved on my phone will I be able to use this new Instagram account on my phone?

I have obviously tried making a new account on my phone when I first got suspended and that account also got suspended but I’m wondering if deleting the saved app data in my phone will make any difference?
