Weather in March (burning season ?) in north and South

How is the air quality in mid march in the North, for example in Ha giang etc. Is it foggy from the farmer burning the land ? Or does it have no impact ? And is mid to end march to cold to visit Da nang for laying on the beach ? Or is it better to go more South ?
