How to build CA team for lower leagues

Is there a plan/tutorial how to build a CA team for lower leagues (including unpredictable GK)? what kind of IM (skills and spec) is best for CA? I like to build from 17yo players. I know defending and passing is important to train. Is PM still a little bit necessary or not?

After a few seasons of training I will buy wingers and forwards.
