Electric baseboard thermostat question

I have 4 electric baseboards on one circuit.

Each has its own thermostat.

It has a 30 amp circuit breaker for 4.

That means each baseboard should be drawing less than at least 7-8 amps

A thermostat says it should be 16 amps max.

I figure this is safe to put since it is only on one baseboard.

Someone else disagrees with me because the breaker is 30 amps.
