Foreskin doesn’t retract much and hurts when exposed,is this normal?

Nobody ever told me growing up that I should pull my foreskin back. I recently tried and it only goes back a little, not fully. When the tip gets exposed it feels really sensitive and kind of hurts to touch. Is this normal, and what should I do about it?fyi I am 16
