Olvia Academy Graduation

Is it possible to graduate? I can't find/take this quest from Justin Bartali: https://bdocodex.com/seaen/quest/2309/1/

And I have completed everything? https://imgur.com/XOmMITx

Or will maybe weeklys be removed if I graduate? Or is it not even possible?
