Bootloop and no charge

hi guys, i have this mbp late 2011, been off for like 2 or 3 years, before was working flawless. now it turns on only in safe mode and if i press and keep pressed the turn on button before i connect the charger. then i connect it and release the button, so it starts, but if i don't go in safe mode will loop forever.

battery is not recognized, is 0v 0%.

charger light is green.

no way i can do a bootable usb to reinstall and that is a known issue on high sierra download url.

already changed DC connector and battery, no success. state is always the same.

any hints? should i disassemble and try cleaning logic board with isopro?
