How to deal with teenage attention seeking behaviour?

Hi. I'm in need of some help with my 10 month old Pembroke corgi. He's a great, loving dog but we're having some issues with attention seeking behaviour like head butting (I would say nudging but it's quite forceful, barking and mouthing.

My current way of dealing with the issue is to ignore him, wait for 5-10 seconds and then give him some attention but this isn't working. If I ignore him, he usually doesn't stop and gets more frustrated and goes harder.

He is generally good with impulse control, we will wait for permission to cross doors, eat his dinner, take treats etc but has no impulse control when it comes to me and my attention.

My partner works from home and spends most of the day with him, but doesn't have time too give him much attention and therefore my puppy doesn't expect it and doesn't bother my partner too much.

We're currently working on teaching settle, but he just fakes the 'relaxed' position and then gets frustrated that the treats are coming too slowly.

Any tips and advice to help me would be greatly appreciated. I just want to sit on the sofa and have him chill near me.
