CD QUESTION

Im playing Auradin and I have Arbiter of Justice CD to 27 seconds and duration is around 30 seconds. I switched to a shield with GA in CD but it still doesn't go below 27 seconds. Also, fighting world bosses, my cool down on arbiter sometimes goes up to 30 or 32 seconds. anyone know what's why this is?
