Bone lock in kingsmove

in a kings, is a bone lock just the natural max extension angle of the elbow before you can’t go any further? If so, when people talk about breaking through someone’s bone loc, wouldn't this mean they break their opponents arm/ dislocate the elbow, as this doesn’t seem to be the case?
