IRS Tip Deduction not Finalized?

Are others drivers unable to files their taxes because the IRS hasn't finalized the tax deduction for tips yet? I tried filing through freetaxusa and it says I can't file yet because of this.

There is no ETA, so I was wondering if anyone else was able to file through other tax software.
