Niantic, enough with these T1 raids

About a week ago, the gym system silently must have been changed. I used to be able to do daily legendary raids on my regular gyms for years. Now, all they spawn are T1 raids all day with the occasional T3 raid. Not a single legendary raid on 3 different gyms for a whole week now. Why did they feel this change was neccessary? It's not like low level players will do 10 T1 raids per day just to catch a Pokemon that is spawning in the wild.

Anyone else with this problem?
