Polish Airlines - Baggage sent to a different flight

Hey guys!

I hope someone can help here as me and my friend are lost on what to do since this is his first international travel.

My friend was traveling from Krakow to Philippines. His flight is:

Krakow - Istanbul

Istanbul - Dubai

Dubai - Cebu

When he arrived in Istanbul he was informed that his checked in baggage was sent to Turkey instead of Istanbul. When he asked for help in the airport he was to told to get a visa to go to Turkey and get his bag which is not option as he has a flight to catch.

What should he do? All his things and important documents was in that bag.
