Can I get fee free TAFE course whilst enrolled part time at uni?

I’ve recently started enrolling in a Certificate 3 in Pathology Collection in Sydney. As a jobseeker, it says online that I can access the course for the Concession fee of $240. I’m currently enrolled in University as a part time PhD student in sociology. My enrolment is to end of March when I will submit my thesis. As I can’t get a job with my thesis (yes it sucks), will I still be eligible to get the subsidised fee for TAFE which starts early February?
