How to stop my LO from shuffling?

Hey everyone.

I've reinstalled Skyrim Anniversary Edition (XSX) and downloaded about 3gb of mods so far. After organising the LO no matter how I exit the menus the LO gets shuffled. I've tried saving the LO to Bethesda, and even simply exiting to the title screen to allow the game to save the LO. Nothing so far has prevented this issue from occurring, any advice would be appreciated 🙏
