Custody/Child Support-KENTUCKY

I need help clarifying the status of a TPR case in Kentucky. I am the mother; the father has legal custody and filed for TPR based on abandonment during a time when I was incapacitated by a documented medical crisis. I recently signed a voluntary TPR waiver (under duress), and my Public Defender now claims I ‘have no rights.’ However, I have an $11,000 child support debt that is still active, and my court portal shows a new ‘Domestic’ hearing in the upcoming months. If my rights were truly terminated, would there still be a future hearing and an active child support balance? I am also struggling to find my Individual Child Support ID to check for warrants. How can I confirm if a final judgment was actually entered or if my case is still open and my counsel is simply not defending me?
