We should have corporal punishment for criminals.

Public flogging. The number of lashes being in line with the severity of the crime, and then get an extra count of lashes each time you get caught committing crime. Caught stealing? Six lashes. Do it again? Twelve. Again? Eighteen.

It would free up space in prisons and the associated costs to the taxpayer without resorting to something useless (British ASBOs, for example). The pain and public humiliation would discourage the perpetrator and the public from doing it in future, or at least think twice.
