Does anyone know how I can get in contact with an actual human at the council

I submitted my council tax exemption but it doesn’t seem to have gone through as my landlord has received a summons to court and is very angry at me

Iv called different numbers and tried to go with different options to get to a human but every single route directs me to online and then hangs up! I just want to speak to someone 😪
