Advance Parole (DACA)

I’ve heard rumors of USCIS not processing advance parole applications for DACA recipients, specifically those with no legal entry on record.

Does anyone know if this is in fact just rumors or was their actually official guidance distributed to USCIS officers directing them to not adjudicate these cases?

Side note: the processing time for AP has gone from 6 to 17.5 months within the last year. I have not seen any approvals come in for about 8 months now.
