RCMP question: if there’s a press conference in a small 🇨🇦 town, who speaks to the media?

Working on an outline for a mystery novel. At the end the local police of a small Canadian prairie town announce the reopening of several cases and the ‘possible’ innocence of their former prime suspect. Is it the head of the local constabulary, someone higher up in the region, or someone who handles all PR?
