tl;dr
Rush Hour is a get out of jail free card with zero downsides whatsoever and DESPERATELY needs that rework

This move is genuinely one of the best abilities ingame
Also is the best Survivalist ability ingame

The Concept is Simple.
Speed 3 for 3 seconds.

***Do you realize how FAST Speed 3 is?***
That is 33.8 Sprint Speed for 3 seconds, the fastest killer ingame is 28, Elliot becomes over 5.5 studs FASTER than the fastest killer ingame by pressing E, once.

There's no windup, no endlag, no punishment, and the requirement of needing to heal someone is such a nothing burger downside because it's LITERALLY just the Diamondback from TF2
Rewarded heavily for just DOING YOUR JOB.

Elliot is genuinely one of the easiest survivors to play. He takes no skill.
Elliot presses Q, and if the killer gets near he presses E.
Elliot gameplay is an if/then statement

If Killer is near
True - Press E, hold shift and W
False - DON'T Press E
If Damaged Survivor is Near
True - Press Q
False - DON'T press Q
But this is besides the point, this is a RUSH HOUR rant post.

Elliot's Pizza is a whole other bag of fucked up balancing worms I won't get into because my distain for rush hour knows no bounds.

Y'know what here's an example of rush hour being stupid

Generally a survivor already starts chase in advantage unless cornered, right? Well let's say you're the killer and you're chasing an Elliot, you finally catch up to the-
*Oh, the Elliot pressed E and my progress was instantly reverted with no counterplay I could have possibly done.*

Ok, scenario two, the Elliot is cornered you have adva-
*Oh, the Elliot pressed E and the advantage I had was instantly reverted.*

...is the issue clear yet? Rush Hour is the ultimate get out of jail free card and for what downside, survivability wise?
\-20 Max HP?

Yeah -20 Max HP is a killer downside (look at twotime, one whiffed backstab and they're dead 15 seconds flat)
Meanwhile Elliot has an ability that gives them, around 20 seconds extra of advantage? Depending on the killer and their skill level in stamina management.

That -20 Max HP is really seeming not that bad compared to how absurdly good Rush Hour is, since Rush Hour can give you way more advantage than being able to survive an extra M1 can give you.
Also Rush Hour can be used multiple times in one match to gain distance and even multiple times in one chase if the killer targets you, and unless there's an Elliot on your team to heal you while you're in chase, you can't get that HP back if you're a different survivor.

Oh yeah and also note, this is coming from someone who mains Elliot along with Chance. Even as I play Elliot I find myself flawlessing LMS over and over, or maybe tanking an m1 at the final like, 10 seconds because the killer FINALLY caught up to me post Rush Hour.

So all in all
\-Speed 3 makes Elliot 5.8 studs per second sprinting faster than the fastest killer ingame
\-The only one charge is basically a useless downside because you get it back by just...doing your job
\-It has ZERO endlag, windup, or anything punishable of the sort
\-Purely looking at survivability, Rush Hour heavily counteracts Elliot's -20 max HP and is actively better than the HP in sustained chase

mfs be like "when we said nerf elliot we didnt actually mean it" yes we did gng pizza boy should just goto mcdonalds instead

Rush Hour is the product of Forsaken's lack of actual balancing
