Snow emergency clarification

so, I don't have to park in the spots with signs taking about snow emergency, right?

I can just park on the even sides of, for example, state street for the first 24 hours, then move my car at 8pm to the odd side, correct? and will they enforce the Thursday 9am-12pm parking?
