A kid (maybe 13 to 15) at my locak swimming pool very creepily stares at women..

I noticed him when I was in the jacuzzi. He came and sat in the jacuzzi with me. He was looking over his shoulder at the swimming pool and I realized he was staring at all the women around the swimming pool. I've seen him looking around corners at women.. He doesn't swim or do anything really just walks around and jumps in the jacuzzi.

Should I report this or?..
