Im having trouble getting an NOC to change driving schools

I studied at Drive Dubai for a while but I wanted to shift to another school due to reasons

Ive been after after it for a month now, they just keep delaying it

I have also issued a complaint with rta, but it hasnt been of much use

Is it possible for me to just drop the whole thing and start again from scratch at another school, cuz i dont mind at this point

Or are there procedures for that too , which they will delay for one reason or another
