Best way to word out of context commands to guide AI output and direction?

As an example, [Describe: your brother runs into the room, shouting about zombies outside.] Is there a best practice for this sort of thing? It gives much more control than Do or Say but with less effort than writing multiple full sentences in Story to guide the story.
