How to debug odd pc issues?

HARDWARE

My PC is behaving odd. By that I mean that I could observe cpu latency drops while gaming.

I've tried to pin down any issue with my system but I couldn't find it.

Build
CPU: AMD Ryzen 7 5800X3D
CPU Cooler: Bequiet! Dark Rock Pro 4
Mainboard: MSI B450-A PRO MAX (MS-7B86)
GPU: PowerColor RX 6800 XT
RAM: 4x 8GB Gskill DDR4-3200 / PC4-25600 DDR4 SDRAM UDIMM

What I do
While gaming I monitor my system with ingame stats in "Arc Raiders" and with HWiNFO64.
Also I display more stats with AMD Adrenalin.

Problem
The Problem that if i don't display the AMD Adrenalin overlay I can see in my ingame stats that the CPU latency raising from around 8ms to 25ms which causes the game to feel laggy. Also the fps are dropping from around 300+ to around 80 fps. If I show the amd adrenalin overlay again my system is getting back to normal.

Temps on load
CPU: max. 88°C
GPU: max. 76°C tjmax 98°C <-- I think I need to repaste my GPU to fix that

Other thinks I did
Until now I tried bazzite os, aarch linux and cachy os to replace windows.
Currently I stick with windows because the drivers seems to operate better.
I dual boot into windows and cachy os now, windows for gaming and cachy os for everything else.

In addition I used stress test OCCT to test my system. My system seemed to be stable and it did not report any errors.

Question
What can I do to pin point the problem regarding my CPU latency while gaming?

I did not undervolt my CPU, yet. I wanted to try it out since this is a x3d but I'm not sure if it helps.
