Chesterfield Board of Supervisors decides not to pursue $10.5M purchase of land from firm that purchased it for $1.5M in 2021

Context from RichmondBizsense: "Under the original proposal, the county would pay $10.5 million for about 100 acres at 1101 Otterdale Road from an LLC tied to local development firm East West Communities, which purchased the site in 2021 for $1.5 million. Supervisors need to appropriate the funds needed to finance the deal."

==================

From the agenda for January 28th, 2026 meeting of Board of Supervisors:

"At the December 17, 2025 Board of Supervisors meeting, action was deferred on the purchase of a parcel of just under 99 acres at 1101 Otterdale Road, proposed as the site for the replacement Midlothian Middle School, the James River police precinct and a future additional elementary school for the area. These facilities require a minimum of 65 acres, preferably contiguous, to achieve efficiencies and ideally lower costs through co-location with access to road and utility infrastructure.

Locating suitable sites meeting these criteria in this part of the County with proximity to water, sewer and roads and a willing seller is a challenge.

After further consideration, the consensus of the Board is to not act on the proposed purchase at this time to continue evaluating various options, which could include moving forward with the purchase following additional negotiation, not moving forward with this site in favor of a different option, using existing County- owned property or a combination of the two.

The transaction could also include selling existing County-owned land to offset a significant portion of the cost of land acquisition."
