WIBTA if i end the relationship with my boyfriend for inconsistent communication

I (23F) have been dating my boyfriend (25M) for close to 9 months. Things were good for the first couple of months, till I found messages of him flirting with another girl. I was bitter about it, and we even broke up, but then got back together later, and I had made it clear that communication is one of my love languages and he was ok with it. This is a person that goes whole day without reaching out ,no checking in, no texts, no nothing and when this happens i usually am like am not going to reach out either and see how far he can go but still i end up having to call him the next day and he will be like he was busy and was going to or maybe like he didn't have phone credit and sometimes when he calls after that he will be like why wouldn't i check in instead. I really do try to keep up the communication, but I find it exhausting because i literally raise this issue every week but when I talk about it and call him out, he changes for like 3 days, then it's like he goes back to default. I have told him, as if he really liked me, as he says at least for the time when we are not in the same area, he should want to talk to me, but I still get nothing, so I am actually puzzled because I now really doubt whether he likes me.
