How to make bronze and silver arcanes more than a check on a completionist's list

Outside a few niche uses, the vast majority of the silver arcanes, and pretty much all the bronze arcanes serve little purpose other than bloating loot pools and a checklist item for completionists.

So, how can we make them useful? Is it even worth trying to make them useful?

My only thought was to add something like an exilus arcane slot that can only hold bronze or silver arcanes.

I know I wouldn't mind being able to slot something like Arcane Consequence for some extra parkour velocity on headshot. Arcane strike would be nice on melee frames like Kullervo and Baruuk. Arcane awakening would be great for any frame but Yareli and Mesa especially. The elemental resistance arcanes would be nice for specific builds for the kind of people that also utilize Bane mods.
