Cyclops nerfed for what

Why would they nerf Cyclops? I feel like he was balanced before. Not only does his ult suck more than season 0 Wanda’s but not having mobility should be a reason to buff his damage instead of nerfing it. His primary fire already drains too fast and they nerf the damage? This game has to work on their balance choices especially after buffing Luna to 325 hp.
