No longer have aweapon set 2

I have nothing in the second slot, i have relogged, i have attempted manual clicking of second slot, and i have done everything short of reinstalling, what is going on?

if i press x it says 'set up a second wewapon set in your inventory to use weapon swap' but if i go to inventory to swap to the empty second set to set it up, nothing happens at all. no bindings have changed, i am completely lost
