Think about it this way: people often times like a specific unit/character above all in their selected factions, sometimes even playing the faction because of them.

The problem if you make a 40k game like say, battlefield, everyone would want to be a space marine, and its IMPOSSIBLE to make this many factions and units be represented in a first-person manner. If youre a sororitas player you can play Boltgun II, a mechanicus player you can play Mechanicus, but what if you like noise marines? Or incubi? What are the odds youll EVER get a game about being that unit?

Hence why: Warhammer Hero Shooter.

Trazyn the infinite has collected species and locations from across the galaxy over millenae and is growing bored with some of his collection, and thus decides to make some pieces fight each other for the promise of their freedom (which honestly likely wont happen). And so, beings from all ages and locations and species will fight each other with him watching and forcing them in unlikely teams and combinations to satisfy his curiosity.

Thus, an icubus, a ultramarines intercessor, a noise marine can somewhat reasonably fight in the same team, with the promise of getting out while the other stays in the museum, or killing them when they both get out.

This would allow for an incredibly cool and fun and VARIED cast that people can play. If youre worried about lore balancing, trazyn can nerf people with nanotech to make it more interesting, or the light infantry can be character level. Maybe a wych cant take down a terminator but a succubus sure as shit can, it is already happening in 40k games. They can kill even a custodes!

Imagine how many badass units we never get to see could be included, allowing you to truly feel like that one unit you adore?
