[TOMT] [Live Action movie] Untied shoelaces caught on train tracks

I’m trying to find the name of an American movie or tv movie from the 80s/90s that starts with a kid (a little boy I think) whose untied shoelaces get caught on a railroad track and he gets hit by a train. I also recall that there was a wedding happening in the movie (I think the kid ran away from the reception). It was not a horror movie, seemed like a regular drama or heartfelt story.
