Anyone else ever wonder if they are just washing out the condoms and re using them?

In all the years I’ve been going I’ve never once seen a wrapper, and they all do the same mouth application trick. Makes me wonder if they are just washing out the condoms, hang drying them, and re using them over and over to save money. You guys notice the same thing?
