TERTIARY HOSPITAL JOB APPLICATION (NKTI/PHC)

Is it true that tertiary hospitals like NKTI and PHC make trainees pay over ₱7,000 and don’t pay them for three months, basically working for free? My friend asked NKTI, and they said PHC follows the same process. But BON Chairman specifically said we should never work for free or pay just to get hospital experience. Has anyone actually experienced this?
