can an employer in Texas reallocate tips from one employee to another as a form of punishment?

basically at my job they have a system where if you miss anything on your shift and the next shift complains, they reallocate your tips from the shift to whoever complained / worked next “because they had to do more work”

i know management and such can’t keep tips, but we don’t participate in a pool of any kind as everyone has their own tips sheets. is it ok to take tips as long as the owners / managers don’t receive it?
